Metrology of
radon in the buildings Pursuant the article R
1333-15 of the French Code of Public Health (decree of April 4th, 2002),
measures of radon –radioactive natural gas- must be realised in Buildings
receiving Public, located in geographic areas where large concentrations of
gas might be observed. These measures are
realised by the French Institute of Radioprotection and Nuclear Safety (IRSN)
or by organisms registered by the Minister in charge of health (General
Direction of Nuclear Safety and Radioprotection), under conditions defined by
French decree of July 15th, 2003. To obtain the agreement,
the organisms have to show their diplomas, a skill due to the practice, or an
attestation of participation to a specialized training in the metrology of
radon. The recent evolution of the standardization in this field leads to the
necessity of this training. According to the regulation, the first
arrangements must be realized between 2004 and 2008. In this context, the
IRSN organises training courses for the operators of organisms that want to
start this approach of control of the radon in Buildings receiving Public. Each session takes place
in the site of the IRSN located in “the Vésinet” (French department
number 78) and is organised for 15 people. The objective is to
accustom interns to the different techniques of detection of the radon and to
the necessary investigations when the presence of this gas is found, pursuant
to the norms and the effect regulation. The training is composed
of two modules corresponding to the levels defined by the rules. At the end of the first
module (two days), the intern will be capable to realise a measure of
detection of the radon on buildings, according to the French norm NF M 60-771,
and to deliver a basic information about the radon (physical and radioactive
properties, sanitary aspect, measure). At the end of the second
module (one day), the intern will be capable to set an approach to determine
the term source, the ways of entry and transfer of the radon in the buildings.
Each of the two modules
is composed of manipulations and exercises of initiation to the redaction of
the reports. At the end of the training and after an evaluation of the
acquired skills, an attestation will be given to the participants More

SAFETY TRAINING
Training
for the use of the form CRISTAL The French Institute of Radioprotection and Nuclear
Safety (IRSN) organises an inter company training course for the form CRISTAL.
The form CRISTAL, elaborated and certified as part of a cooperation between
the IRSN (French
Institute of Radioprotection and Nuclear Safety),
COGEMA (French general society of nuclear substances) and the Direction of
nuclear energy (DEN) of the CEA (French Commissionership of the Atomic Energy),
meets the needs of industrialists and analysts to support safety authorities
for the application on the facilities of the cycle of the nuclear combustible
and of the transport of fissile substances. It is applied to studies of
criticity as part of the conception and the utilizing of a wide range of
nuclear facilities and qualifying studies. The new version, Cristal , with increased capacities
and a wider field of qualifier, integrates the new issue represented by the
take into consideration of “Burn Up credit” in the studies of
safety-criticity. The major point is to imitate the usury of the combustible
(destruction of the uranium and plutonium cores) and thus the appearance of
new actinide series and fission products, to evaluate the risk of criticity.
The take into consideration of the “Burn Up credit” in the studies of
safety-criticity needs to dispose of a calculation chain qualified for the
determination of abundances of the cores (actinide series and fission
products) in the rayed combustibles, and of the antireactivity
brought by these nucleides in diferent configurations. Cristal V1.0
enables the coupling between « César » and
« Cristal ». The César code, prior to the application of the form
Cristal enables to calculate the evolution of the physical magnitudes of
interest by taking into consideration the detailed historic of assembling (in
reactor and during the refrigeration), notably the abundance of each nucleide,
for the cycle of combustibles in whatever the line (Research Exploitation
Product, Boiling water reactor, Reactors with quick neutrons…). This training that lasts four days, is part of the
experimentation of the new possibilities offered by the version V1 of the form
Cristal (take into consideration of the combustion rate in studies of
criticity, new functionalities of the interface man-equipment and of codes,
new field of qualifications…) is planned for a fifteen people. Cooperation : French Institute of Radioprotection and
Nuclear Safety (IRSN) with the Universitarian Scientific Department, French
Commissionership of the Atomic Energy (CEA) and the French Direction of the
nuclear energy. More

ACCIDENT MANAGEMENT EDUCATION In case of an accidental situation occurring on
a nuclear reactor with cumulative safeguards systems failures, core melt of
the reactor could happen. In this situation, the question is whether to have
the best knowledge in one hand of the complex and different physical
mechanisms, in the other hand of possible loss of the confinement during short
term or medium term with the aim to be able to suggest specific advices or
actions and to provide prognostic on potential consequences involving their
kinetic and associated radioactive releases. Management of this type of
situation has to be realized during a long duration. The main question is relative to the associated
knowledge of the personals needed to provide advices: are they by their usual
tasks educated to core melt situations and depending on the corresponding
answer, have they to be educated? To-day, only few engineers, every one in his
skill field, has contributed to the assessment of a core melt situation called
“Severe accident progression”. The situation is the same for the engineers
who have been involved in the level 2 probabilistic studies allowing
radioactive release probability after a core melt. Elsewhere, in the majority of the countries,
only accidental transients leading to beginning of core discovery have been
simulated. Consequently, the personals who could be involved in severe
accident progression situations are not trained to day with the specific
physical phenomenon and their kinetic. Consequently, an important stake is to educate
the personals having to intervene to provide advices and prognostic in case of
core melt situation on a nuclear reactor whatever its type (PWR, BWR, VVER,
CANDU, RBMK). Whatever
his position in the nuclear field management, safety authorities; technical
support to safety authorities or utilities, are concerned all personals
belonging to nuclear safety expert category having to intervene in case of
severe accident occurring on nuclear reactor with the aim to provide diagnosis
and prognostic on the accident evolution and consequently to allow the
authorities to take adapted measures to protect the populations?. This education
involves the following: • Knowledge on
the associated risks linked with core melt situations for the different types
of nuclear reactors; • Knowledge on
the deterioration mechanisms of the different safety barriers in case of
reactor core melt; • Knowledge on
the possible recovery actions. The main aim is to provide to the students a
large content of data’s (consequences, kinetics...) associated with the
different modes of deterioration of the confinement barrier of a reactor after
its core melt. This
education will allow the different students to catch the order-rate of
physical phenomenon occurring during core melt on a reactor of different types
(PWR, BWR, VVER, CANDU, RBMK). More
